Bank not issuing TDS certificate

One of my clients is a senior citizen. He had not submitted form 15H and as a result, TDS was cut from his interest on bank FD. However, bank has not issued TDS certificate yet and are denying issuance of the same.
What should my client do?

first check form 26as by registering your PAN .
if THE SAID TDS IS SHOWING IN THE 26AS. tHAT MEANS BANK HAS SUBMITTED YOUR TDS.
THEN WRITE A LETTER TO YOUR BANK MANAGER MENTIONING THE FACT AND CC TO CONSUMER FORUM.

THEN WRITE A LETTER TO YOUR BANK MANAGER MENTIONING THE FACT AND CC TO CONSUMER FORUM.
