Sir Can I file income tax return for Ay 13-14. Income is not taxable. There is not refund also.

You can not do it without suffering penalty. The last day for filing AY 13-14 returns was 31st March 2015.
If you wish to file, you will have to pay a fine of Rs. 5,000/-.

You can submit the manual return at your Jurisdiction. E filing not possible. As said by Ld. Expert herein above a penalty of Rs 5000/- may be levied by AO u/s 271F. Rs 5000/- is maximum penalty after giving assessee an reasonable opportunity of being heard.
