We can't say as it depends upon the nature of -
1. Doer of the mistake
2. Mistake
3. Person Rectifying the mistake

The average is being calculated by the CPC
but periodically the average is changing.
It seems that simple average will not work. After a certain period let us hope that Weighted Average could be known to us.
