Auditor appointment and commencement of business

Dear sir,
I have applied for certificate for commencement of business of a Pvt Ltd company.
Form 21 got approved from MCA website but they have not issued us certificate for commencement of business since 15 days have passed after it got approved.
My query is
1) Whether i can appoint first auditor without receiving commencement of Business certificate from MCA.
2) When i shall receive the certificate from MCA.

No need to wait for ROC’s approval. Under the new Act, ROC does not issue certificate of commencement of business.
