No, unless invited.
CA should be an invitee to the Audit Committee Meeting.
2) whether ca can demand minutes of board meeting?
Only for verification. A CA cannot demand copies or extracts of the board meeting minutes. The verification is only for audit purpose and not for record purpose. The company may however voluntarily give extracts of minutes to auditor.

1)yes, he can for as long as the by-laws allows anyone to attend a board of directors' meeting. That person, however allowed to participate in the board's deliberations, can not vote on any issues and concern.
