if in Purchase Order Vat rate charged @13.5% , but in original bill vat is charged @ 5%. so what observation can be taken on this ? please provide your ans.

Check the actual VAT rate as per state VAT rate schedule. if the rate charged in invoice is ok, then no observation required.
