Hi,
Can a member not holding a COP (working in industry) attest exam forms?
If yes, can the attestation be done without a stamp (even if form mentions sign with seal) by mentioning name and membership no?

No the stamp must b there. In other words a member not holding COP can't attest the exam forms.
