ICAI may grant the permission of transfer,
however, I don't think ICAI will convince on that note..
However, you can try..

You can take transfer on the basis of shifting of parent to another city as per Transfer provision.
You will only submit documentory prof with Form-109 signed by your principal and submit the same with Institute.
If Institute satisfy your reason of transfer then give you approval otherwise reject your application.
