Sir,I want to know the last date of signing of articleship form is it 30th sept,2013 or 31st oct, 2013, so that final exam is on may,2016.

Sir,my friend said that signing can be done upto 30th sept,2013 and form can be submit upto 31st oct,2013,is it correct or not ?

No, signing can be done till 31st Oct,2013...
However the form must be submitted to ICAI within 30 days or ICAI will charge fine on delay...
