Sir I have cleared IPCC both group and I want to register for articleship now.Do I need to register for final also to get registered for articleship?

go step by step....first enroll yourself for articleship.....

But the ICAI is not registering for my articleship unless I register for CA Final. Does there is any rule like that??

As you cleared both group of IPCC than you have to register for both i.e for articleship & CA Final

then what is your problem? You dont want to appear for final or what?
