is there any rule that form shall also reach before 31st October if I strt my articleship before 31st October

No such rule, Your articleship shall be reach to ICAI with in one month from the date of commencement of aricleship with out payment of any penalty for delay in submission and/or producing of evidence of documents for commencement of articleship.
The date which is mentioned in form 103 as the starting of articleship is shall considered as commencement of articleship, after receipt of form 103 by ICAI then it complete it process for articleship registration and indicates your articleship commencement date as indicated in form 103, if the delay is taken place for submission of form 103 then based on the number of days delay it requires you producing of some documents as proof of articleship commenced like dairy, attendance register and stipend paid details and on based on the documents produced by you and the satisfy of ICAI it will provide you the commencement of articleship.
So in one word for your query, Form 103 can be send to ICAI upto one month from the date of commencement of articleship. The cut off date 31St October is for the commencement of articleship for not to loose the earlier attempt of CA exams but not for the submission of articleship regiatration forms.

It is not mandatory that registration document should be reach with Institute within specified time limit. Generally it should be submited with in 30 days from the commencement of article ship.
So, your article ship will be considered to be commencement on or before October 31, 2013 if your document reached Institute after that period.
