sir,
is it compulsory to register final ,while registreting articleship
is it compulsory to register final ,while registreting articleship

If you getting articleship registration after completion of both groups of IPCC then required to complete final registration also along with Articleship registration otherwise your articleship registration is pending for requirement of final registration. Otherwise not required to register for final along with Articleship registration.

There is no such pestriction,
You can register for CA finals later..
However, you must join articles as soon as possible as the last date is 31st Oct,2013 to appear in May 2016 Exams..

There is no such provision for final registration at the time of article ship registration.
