whether permission of principle is required for transfer in first year.

Lols.., permission of principal is reqd to get a small leave even.., ye to pura ka pura transfer hai yaar.... Ofcoarse u need permission of principal before getting transfer... But, ICAI had disallowed any transfer., is this restriction removed or withdrawn???
