can any artical take transfer after completion of 3.5 year to any other Chartered accountant for excess period extended by his pricipal?

sir....plz give me sufficient details and documents requird for the excess leave articalship under any other principal.....
1. whether i will have to re register with other c.a. and will have to pay registration fees again?
2. whether form 102 will be submitted with form 108?
