06 October 2014 As per draft issued by ICAI on 10th sept-2014 regarding some changes in chartered accountant regulation act 1988.
In the said draft, it contains article stipend rates (revised).
As per their condition of 45 days from draft issue date, does it mean it comes to practice from 25th oct-2014 automatically?

06 October 2014 kindly read the draft again. it says that the draft notification will be taken into consideration after 45 days. It doesn't say that it would automatically become the final regulation.
