22 September 2014 Will d settlement commission fall under arbitral tribunal i.e. can d settlement commission be regarded as arbitral tribunal?

22 September 2014 in Bij Lal v. CIT, (2010) 328 ITR 477 (SC) Supreme Court equated settlement commission with an arbitration tribunal...however, in true sense they might not have all the ingredients of being an arbitration tribunal.
