Can a other Chartered Accountant take Tax Audit without any concerned of previous auditor in proprietorship firm. ?

Have to communicate with previous auditor and to get no objection certificate before taking up tax audit. Inference :- Clause 8 of Part I of The First Schedule to Chartered Accountants Act, 1949.
