What is the rate of GST on Penalty charged against low quality material / low GCV coal supplies by suppliers??

5% GST applicable on such penalty i.e.same rate as applicable for material.

In case of any subsequent change / adjustment in invoice value, buyer need to issue debit / credit note and same rate as applicable in original invoice shall be applicable.

If we consider these as penalties realised for poor quality . Will this be treated as service rendered by our company ?? And company will charge GST @ 18 by raising GST invoice to the supplier.
