Applicability of tds on membership & subscription fee

10 November 2012 Sir, We are a Paper Mill. The Paper Mills of our area has an Association to work for the interests of all Paper Mills. For meeting the day today expenses of the Association, we - the members - have to pay a huge amount as subscription and membership fee (sometime goes more than fifty thousand a year).

Whether this attracts TDS or not?

Please give your valuable suggestion.\
