I want to know whether TDS u/s 194A apply, while making payment of bill discounting charges to an NBFC.

Bill Discounting charges payable to an NBFC is a kind of interest under a different nomenclature and as such it is treated as interest charged by NBFC. TDS is required to be deducted U/s 194A.
