The decision of a jurisdictional High Court is binding on the lower authorities, however the authorities in the non jurisdiction can also take help from the other high court and decide the cases on the basis of those decision.

Thanks for your reply. can you please tell there is recent DELHI HC decision that renting of immovbale property is not liable for service tax. Now can I apply this decision in Mumbai and not pay service tax on rent?
