2. Person Providing Pure Labour in Construction Business.

what is the status of service provider and the recipient of service

In point 1-4 person providing services are Individuals and in case of point 1 & 3 recipients are also Individuals.
In points 2 & 4 recipients are varies from individuals to company,firm etc
In points 2 & 4 recipients are varies from individuals to company,firm etc

In my opinion you have to take registration in all the four cases as per Section 3
