As per Following Example
Basic Value 100
Excise duty 16
Total 116
then any VAT is applied on the total value.
please illustrate by an example.

You have already stated clearly. VAT is applied on the total of 116.

VAT is applicabel on Total Amount including excise and Cess thereon
