alteration of AOA to be file with ROC with in 15 days instead of 30 days is this 15 days provision applicable for nov 2014 exams

As per my opinion it is Not applicable. This alteration is covered by section 14 which is not in 98 section applicable for Nov 14 attempt.
However you can quote the same in exam as there is no harm.
