Allotment of shares

We have received share application money before 31/03/204 and now we want to allot the shares. My query is do we have to file form PAS-4.
And if you shares to your existing shares under rights issue then PAS-4 is not mandatory.

But sir I have already received application money that means shares are already offered so why should we file PAS-4(Private Placement Offer Letter).
