can an unlisted public company allot shares ere by passing a board resolution to its existing shareholders??

Yes every company must pass a Resolution while allotting its shares, whether it is public or private.

as in for filing FORM PAS - 3 i.e. return of allotment

Yes u must have to intimate ROC about this in the above mentioned form. And the attachment will b the resolution made by the Board.
