Actually Additional VAT Introduced for making more revenue... Its not like this will go for this purpose or so as in case of Education Cess or Secondary Higher Edu Cess or Swach Bharat Abhiyan Cess.
Its for just revenue purpose.

This additional VAT is levied in lieu of octroi. Since octroi was not creditable against VAT, the Government, on representation by various dealers, introduced additional VAT in place of Octroi.
