Activate our old company

Hello There,
My friend and I had registered a company in 2004. We hardly fill any IT returns for that. Now when I see the status of that company at mca.gov.in it shows the status as Dormant. My fried (partner) has settled down in Canada now and I am not in contact with him. I want to start that company again in my name. So my queries are:
1) Is it possible to change the status of that company to activate without any permission of my partner at that time.
2) If activation is possible, what will be the process and how much can it cost to me to activate that company.

Yes, you can change the status of the company by making an application to RoC.
