usually it shows bad internal control in a company.. so it should b stopped...
else legally there is no binding like that...it depends on companies internal control and policies

ITS MATTER OF COPMPANY INTER CONTRAL. THEY CAN ALLOW IF PAYMENT PERSON NOT ON THE DUTY.
