sir, i am doing my degree through distance education. i am not understanding how to fill
form 112.is the signature of degree college principle necessary?

You are doing your degree in distance education mode so you not attending any classes. So you need not to require signature of the degree college principle on form 112 as well as you need not to mention timings of classes of degree because of you haven't any degree classes as welll as point no 7C of form 112 select the option of "correspondence course" and at point no 7a select option "NO".
So you not face any problems.
