Aadhar card for nri for the purpose of filing it return

How to get Aadhar card for an NRI who is at present in US ? Physically he cannot come to India for this purpose to do biometric etc. He has to file the IT return before 31st July 2017 ? IT return insist on Aadhar number.

aadhaar is not necessary for NRIs for tax filing.

The Central Government has issued a Notification No. 37 on 11th May '17 notifying that a Non Resident Indian and / or a Foreign Citizen will not be required to quote Aadhaar Number in his/her return of income.
