A Person pay Institution Fees from outside india (i.e USA) ,Can I claimed deduction u/s 80C

You mean an assessee paid the tuition fees outside India? If so, no deduction is available u/s 80C

If you mean that a non resident assessee paid tuition fees in India, the same is allowed as deduction u/s80C
