Is there any circular regarding attachment of form 16 along with return of income when it differs from 26 AS

No at the time of filing of return its not required but it may required at the time of assesment.

Income tax returns (form ITR -1 to ITR-6)has to be filed without annexures or attachments and hence form 16 need not be enclosed with the return form under any circumstances.
