As per 22nd meeting of GST council, RCM is suspended upto 31.03.2018.. whether it is for small and medium sized businesses or for all businesses including large scale industries? From which date this recommendation is applicable?

rcm covered by 9(4) of cgst act removes
but rcm under section 9(3) is still applicable

Thank you sir ... but my doubt is in the recommendation they mentioned that rcm suspended under the head of relief for small enterprises .. Suppose, a company like Apollo is purchasing something from unregistered dealer during this suspended period.. Apollo is a large enterprise.. whether apollo has to pay rcm or it is suspended ?

Yes, it is little confusing. But my understanding is that the relief for unregistered small enterprises as registered persons may not buy things from them because of this RCM liability.
