03 September 2009 while computing specified limit of an audit as per 224(1B), the paid capital of 25 lacs shall be seen on which date. means the material date to decise whether the company has a paid up capital of less then 25 Lacs or not

Also for section 224A date of AGM is to be considered.

Fix your paid up capital just for auditor appointment is not a tuff task. Just to avoid any problem.
