If a entity pays exactly Rs 30000 as legal and professional fees to a person during the year, then is it liable to deduct tax at source..???

Since threshold limit Rs.30000 u/s.194J Till Rs.30000 no TDS apply. if reaches Rs.30001 then TDS will apply
