sir i had to make a payment of conference fees in terms of dollar approx 315$ to be held in sri lanka,I want to know will i had to deduct tds and furnish detail in 15CA and 15CB.(payment to be made to consultancy service provider)

TDS not applicable on conference fees paid for conference held out side India.

in my opinion it should be u/s 195 and deduction tds.
