Pls let me know if an NRI father wish to remit Aus $30000 , out of fund in his NRO account, to his NRI son staying in Australia, is 15CA reqd.

From 01 June 2015 govt has changed the rule and if any amount is remitted from NRO account to NRE account then also CA certificate is required so in your case also 15CA is applicable
