I am not sure if there is any time limitation...but it is advisable that you first appeal against the rejection under section 253.

Thank you very much for your advise.
The cause for the rejection of applicatin was that the client was ABSENT for explanation on the date given, before CIT.
In this case, better for reapply or appeal!
