Service provided to an EOU is not exempt from service Tax. how evr, thy can avail CENVAT CREDIT of service Tax paid. In the case of refund,procedures r specified in Notifiaction No. 5/2006 CE (NT) dt: 14-03-2006.
EOU can claim rebate under rule 5 of CENVAT credit rules..

can you tell me any service provider does not charge service tax on there transportation bill. than who is responsible to pay service tax
