1 % rate for composition dealers(manufacturers)

16 November 2017 23rd GST council meeting decides that uniform rate @ 1 % GST on composite dealers(both manufacturers & traders). Now, while filing GSTR4 for july-sep quarter can we select 1 % rate or we have to wait for official notification, by keeping return pending.
