Is it possible for salaried CA (Resident and Ordinarily Resident) to obtain COP and practice simultaneously. What are the rules and regulation applicable for the same?(references to relevant sections of the Act/Regulations would be great.

Prima facie NO. There is one good exception ... for full time lectureres / professors.
