My client income more than 60 lacs (in foreign currency) by YouTube only. Now he is labile for GST registration u/s 7.

Yes GST registration required as receipt exceed 20 lacs.
In the case of YouTubers exporting services, it is considered a zero-rated supply. Hence, no GST is charged on such exports.
