Whether to deduct tds on freight

Dear sir,
i am making purchases on which i,m making payment for the value of purchase and freight (exceeds Rs 75000/-) am i suppose to deduct TDS on such value of freight.
will your answer be same in case
1) freight arrangement is made by the supplier
2) freight arrangement is a seperate contract

no if transporter hgave PAN then no requirement of deduct the TDS on freight.
