Whether tds is liable on foreign payments or not !!

I would like to know whether TDS is liable or not !! on the below situation.

If my company is importing lab equipments from a vendor who is based in Germany.
They will also provide periodical services on the repair and maintance of the equipement.

Whether the payment will attract TDS !!
