where & on which basis the sales tax is charged & on which basis the vat is charged diff in between the basis...

Sales tax and VAT are same. Earlier it is known as Sales Tax not it is called as VAT. There is no difference. Charge of VAT is applicable when there is a sale or purchase of goods which are taxable under VAT Act.
