NOW FOR PASSING SPECIAL RESOLUTION WHETHER CHAIRMAN CAN PROPOSE AND SECONDED BY OTHER MEMBER.

OR MEMBER PROPOSE AND SECONDED BY THE OTHER MEMBER & BY CHAIRMAN TOO.

PLEASE CLARIFY.
