Vat charge query

20 January 2016 Tommorrow i am going to purchase a jewellery of Rs.73000, and dealer asked me to pay in cash .He will issue me the retail invoice because he is not registered dealer, also he will charge 1 % vat in his invoice.

Can i ask him to not charge vat as he is not registered dealer and naturally he will not deposit the vat amount in governement account.

20 January 2016 If he his not registered then he can`t issue vat invoice, he can`t charge 1% VAT.

but sum person charge vat but not shown the sale in books or not deposit the vat amount in government account. is it possible to evade tax of vat
