my query is "can i use a stamp paper bought by some one else in his name"
i am ready to pay him the amount which he has paid for the same
what can be the consequences if i use the said stamp paper

No, you can not use stamp paper purchased in other's name. It would be void-ab intio.
But what you can do is, that confirm from notary if it can be transferred in your name.
