Urgent- downloading form 16 from traces

I have entered list of all employees in 24Q , 4th quarter return for 2013-14. The same has been processed. And when i downloaded Form 16 i got pdfs of only those employees whose tds has been deducted rest of the forms are not generated.
Is it so that form 16 for employees have TDS deductions only will be generated. For others do we have to issue manually? If not then what is the remedy.

yes only form 16 will download who you deduct tds. other than these employee you have to generate manually or by software as you have.
